I am almost on the verge of tears receiving your mail.
Let me be very very honest what I feel and think at this moment.
As a mother, I have been concerned about the children's health issue most since the onset of the Fukushima disaster, but unbelievably, government, media, municipalities, bureaucrats, even many citizens' organization have been ignoring the ongoing health hazards.
It has been seemed as though Japanese children's future has been abondoned...

Your sincere response gave me a great deal of encouragement.
Your reply was the third one among UN organizations, after UNEP and FAO.
FAO has also provided me an answer stating that promised that the contents of my letter is to be considered, which was a welcoming one.
However, my concern is that UNEP gave me a bit discouraging response since it was telling me that it will solely wait for UNSCEAR. report.https://docs.google.com/file/d/1aZvhX8_vjtCOhyLplEyq9fDBfdlIA0addrpLS78BAI1c4NAFVwefgdhHuDW9/edit?usp=sharing

As you see in my document Chapter XIII, UN and Nuclear Issues, UNSCEAR has been on the side of nuclear industry. It was amazing to know that the then Secretary General Mr. Kofi Annan had stated that 3 million children needed physical treatment as early as 2000.http://ochanet.unocha.org/p/Documents/Chernobyl_2000.pdf And against this, UNSCEAR Chair bruntally denied the statement by Mr. Annan as follows.http://mailman.mcmaster.ca/mailman/private/cdn-nucl-l/0506/msg00011.html
http://ochanet.unocha.org/p/Documents/Chernobyl_2000.pdf

It is apparent there are some power struggle within the UN and seems like organization with power such as nuclear power holding states and IAEA and affiliated organizations have been doing whatever they want for nuclear profits even though their actions deteriorates people's health.

However, we cannot overlook this grave situation anymore since our children's life and health are at stake. I truly hope organization such as UNICEF or UNOCHA or UN Human Rights Council should be the main actor for humanitarin issues based on the truth rather than IAEA or UNSCEAR acting based on pro-nuclear convenient untruth.
For realizing this, as a citizen from Japan which has become the victim of nuclear repeatedly, what can we do to help the good-intentioned people/organizations within the UN to become the main player without being hampered by nuclear related organizations?
I hope you can provide me some insights.
Also, I would like to welcome any ideas on what could be done to change the on-going horrendous situation in Fukushima and Japan.
Yours sincerely,

Hello from Japan.
I am a journalist and a mother who is living in Japan.
I am sending this letter to inform you of the grave situation in Japan and potential devastation on the environment and people's health in the world.

In Japan, the food radiation standard is as high as 100Bq/kg (equal to low level radiation waste) and the government is not even measuring Sr 90 in food. Currently, Japan is even giving contaminated fish can to developing countries' school lunch. (See chapter V) Could you please read the attached open letter as soon as possible and advise me what could be done?Thank you very much in advance.
Yours sincerely,
Mari Takenouchi

Dear Ms Takenouchi,

The Food and Agriculture Organization (FAO) of the United Nations, and in particular the Joint FAO/International Atomic Energy Agency (IAEA) Division of Nuclear Techniques in Food and Agriculture, is responsible for the consideration of nuclear and radiological emergencies affecting food and agriculture.

These efforts include on-going activities initiated by the Joint FAO/IAEA Division in relation to the Japanese nuclear emergency, including the dissemination of information on food monitoring and food restrictions, the consideration of agricultural countermeasures and remediation strategies to mitigate immediate and longer term effects arising from radionuclide contamination, and the interpretation of standards related to radiological protection of the public.

These activities are carried out within the context of FAO obligations as a full party to the IAEA Early Notification and Assistance Conventions, and under the FAO cosponsored Joint Radiation Emergency Management Plan of the International Organizations (EPR JPLAN 2010), which provides the management tools for coordinating international organization arrangements in preparing for, and responding to, nuclear or radiological emergencies.

Please be advised that the points raised in your letter will be considered by the Joint FAO/IAEA Division when undertaking its future coordinating activities with other UN agencies related to the Japanese nuclear emergency.

Yours sincerely,
Qu Liang

Mr. Qu Liang
Qu Liang様
Thank you very much for your reply.
I really appreciate it.
In Japan, though the food contamination has not been improved especially among fish due to organic concentration, the Ministry of Health loosened the food inspection standard as follows.

As you know, the Japanese trading companies are quite efficient and contaminated foods can be spread not only in Japan but also worldwide.
I would be very appreciative if you could thoroughly consider the points I raised for saving health of not only Japanese but world population.

Yours sincerely,
Mari Takenouchi

UNITED NATIONS ENVIRONMENT PROGRAM

2013213

Ms. Takenouchi

Peter T. Gilruch,

Director, Division of Early Warning and Assessment (DEWA)
